Sergey Lavrov: I believe that the general public will know the essence of this document soon. As our American colleagues have said, although they would like to keep this document confidential so as to provide space for confidential talks, they have coordinated it with their allies and with Ukraine. Are they sure that it will not be leaked very soon?

As for the essence of the document, the responses offer grounds for serious talks only on matters of secondary importance. There is no positive response to the main issue, which is our clear stand on the continued NATO enlargement towards the east and the deployment of strike weapons that can pose a threat to the territory of the Russian Federation, which we consider unacceptable. This stand did not appear out of the blue. As you may know, the issue of NATO’s non-enlargement or enlargement, however you put it, has a long history. In the early 1990s, or more precisely in 1990, when Germany was reunified and the issue of European security was raised, they solemnly promised that NATO would not expand even an inch eastward beyond the Oder River. These facts are well known and have been included in many memoirs by British, US and German officials. But now that this issue has become a matter of fierce debates, we have been told that the promises were only verbal. When we mentioned the memoirs, our Western partners responded that they were not serious and that their words were misinterpreted. They chose a rather immature way to explain the reckless expansion of the alliance. . . .

Good evening.
We face a critical moment for Euro-Atlantic security.
Russia’s military build-up in and around Ukraine continues, with more than 100,000 troops in position, and more on the way, including significant deployments in Belarus.
We call on Russia once again to immediately de-escalate the situation.
NATO firmly believes that tensions and disagreements must be resolved through dialogue and diplomacy.
Not through force or the threat of force.

So today, NATO has conveyed our written proposals to Russia.
We have done so in parallel with the United States.
Let me outline the three main areas where we see room for progress.
First, NATO-Russia relations.
Russia has cut diplomatic ties with NATO, which makes our dialogue more difficult.
So we should re-establish our respective offices in Moscow and in Brussels.
We should also make full use of our existing military-to-military channels of communications, to promote transparency and reduce risks, and look also into setting up a civilian hotline for emergency use.
Second, European security, including the situation in and around Ukraine.
We are prepared to listen to Russia’s concerns, and engage in a real conversation on how to uphold and strengthen the fundamental principles of European security that we have all signed up to, starting with the Helsinki Final Act.
This includes the right of each nation to choose its own security arrangements.
Russia should refrain from coercive force posturing, aggressive rhetoric, and malign activities directed against Allies and other nations.
Russia should also withdraw its forces from Ukraine, Georgia, and Moldova, where they are deployed without these countries’ consent, and all parties should engage constructively in efforts to settle conflicts, including in the Normandy format. . . .

So while Russia's remaining Battalion Tactical Groups make their way to the Ukraine border, Putin is holding talks with military leaders with regards to the timing of the invasion.

Option 1: Launch a limited invasion to secure the southern corridor and create a land bridge to Crimea. As Ukraine responds, topple the regime in Kiev before the Beijing Olympics on Feb 4 and replace it with a puppet government that orders the Ukrainian army to stand down and let Russia occupy the south. The new government also signs a law giving full independence to Donbas and Crimea. Putin declares the military operation over and basks in a short, sharp victory.

Option 2: Launch a full-scale invasion to occupy all of Ukraine. The war drags on through and after the Olympics. China's leader Xi Jinping brushes it off as "Russia taking care of its own national security interests". The war drags on for about a year. There are many casualties but the end result is assured. Russian victory, but at a cost.

Option 3: Completely blindside NATO and use the forces positioned to annex Belarus. Ukraine is untouched, and the West is left scratching its head. Putin gives Lukashenko a powerful position as leader within the 'Union State'. Russia then occupies the strategic 'Suwalki Gap' between Poland and Lithuania, effectively severing the Baltic States from the rest of Europe with a Russian 'line of steel'.

Option two would be over in 2 weeks unless Nato ground forces move into Ukraine. In that case perhaps a month.

Option 3 would cause immediate war between Russia and the Nato alliance. While this would, at a minimum, be part of a Russian contingency plan (makes sense) as the main operation it solves nothing. If war does come the Baltic nations will be easily captured in time by Russia--it does not have to be the immediate objective.

I'm afraid any fighting will escalate to encompass all of central and western Europe. The only way to stop the Russians will be with tactical nukes--not a good move for humanities health, but one that Biden would love.

Still, you are firing artillery into NATO countries, an act of war, just like invading, no?


Yes. If that happened we would be in WW 3 as we speak.

Further, even if the war had commenced, the control of this so-called gap would be quite impossible with artillery alone. It is the entire stretch of the border between Lithuania and Poland.

After the start of a war, Russia could be expected to advance through the area to link up with Kaliningrad, but it is not needed immediately. That area is intensely fortified and militarized--we should think of it in terms of the Soviet naval base of Kronstadt west of Leningrad in WW 2--the Germans were never able to take it--surrounded for nearly 2.5 years.
