We had a (apparently) Russian poster confirm this in a thread I posted:

But actually in a TV broadcast there was just a former General Stuff colonel, who said that in case of NATO involvement we have such thing in a doctrine as "demonstrative nuclear strike", in neutral waters. Also he mentioned that such strike should be noticable, so at least 500kt."
