The way it works for ports and canals is the governing authority for that facility taxi's out a Port/canal Captain who then navigates the freighter into or through the facility. That port/canal captain works for that authority and he's like a bus driver navigating in boat after boat day after day through the same canal/port. Due to the size of the ship, there are likely only a few captains employed licensed for that tonage of ship.

The canal captain most certainly knew his job well, worked himself up from small tonage ships to ones this size over years of experience and if the Canal captain and the monitoring of the ship's systems confirm the ship lost power and steerage, the Captain won't be at fault. Fault will lay with failure to maintain something which is the ship's operator or owners fault.

Until that investigation concludes, everything on GLP is simply speculation based on ZERO information.
