I totally agree, and they've already been testing this scenario.

I live in a relatively small town (30-40,000 people) and a year back or so our Internet service went dark. Come to find out, a main cable had been cut. Problem is, said cable was buried 10 feet deep and required a backhoe to dig it up. It wasn't anywhere near development or new construction.. Someone did it intentionally
