Russian nuclear strategy is to bury big nukes out there in Oklahoma, Nebraska and kick up enough fallout to blanket everything, so it doesn't matter if you're a nuclear target or not, the fall out will kill all of you over time.
a Super EMP will fry every circuit in the US, instant stone age , didnt love not being killed enough.

Most cars, even the modern computer driven cars will start right back up. The EMP will only disrupt most electronic devices. The reason the grid is so vulnerable is due to the length of the wires which act as an antenna. Transformers will overload and perhaps even catch fire or explode. But like I said, most electronics, especially battery powered devices will continue to function.
