It should be no surprise that any and every country that has had a chip on their shoulder toward America is gonna send people to cross the border illegally and start shit. It doesn't even have to be major terrorist attacks. It can just be individual murders, break and enters, organizing with BLM/antifa rioters, property crimes, etc. Any and everything to stir up chaos and "get back" at America for messing around in countries for the last several decades.
