fwiw NO Vice President had a government owned residence provided for them for the first 188 years of this country. Walter Mondale was the FIRST Vice President to actually be able to live in ANY house owned by the US Government and that was in January 1977.

The Congress in 1974 voted to change that house from being the residence of the Chief of Naval Operations to a residence for the Vice President, but the house was in such disrepair that it had to by virtually rebuilt (though wasn't in as bad a shape as the White House was when it was rebuilt under Truman). As a result of needing to be rebuilt it took several years before it was ready for occupancy, and by then VP Rockefeller was in the final 6 months of his term so he never moved in.
