Just that enough people actually fear something could happen let's them see that the public, even if opposed to the idea, doesn't consider it to be too far-fetched to become true. So no matter what they say ...if it is being put out there, then there is s good chance that it might happen.

Maybe they won't implement it but the private sector will. Because businesses will be tired of being restricted and thus they will sooner or later have to come forward with an idea that makes the cause of restrictions void, so they have to make sure that none of their business actually contributes to the spread of the virus.
