There could be insects or other diseases involved, also someone could have used salt water to put out some fires. I would think of this except they don't do things there which would protect the forest and the people, forget the trees and other animal habitat, animals live in the forest. I have been wondering for years if they were going to destroy their forest because of mismanagement, you keep messing up and nature will just decide to not grow anything, it will be given over to pest, worms and insects that get into the roots and tree bark, killing the trees along the way.
