They have a list of targeted individuals.... people that have been messed with and displayed anger at the courts or police or their bosses.... who are often connected through the Freemasons..
They have to move their constellations of iridium satellites in place to really push a person over the edge... and that takes time...

So they don’t really care who is doing the shooting... they just want people who are already primed to go off....

Some people are able to control themselves and not go off.. other people are not... it’s pretty much that simple...
