CIA is forbidden to work against US citizens in the US. (of course they do anyways)

I assume that the FBI guards the gates or is nearby to take care of things. Their HQ is just a few miles away. I actually was in DC about ten years ago and walked past the FBI HQ. There was a bunch of little concrete pillars on the sidewalk to keep vehicles from ramming the building. There was one guard standing there so I hung out for awhile looking inside the building which made the guard very nervous. I told him this was a public sidewalk and he started freaking out. I laughed at him and stayed until I got bored. Good times.
