It is him being a psycho dictator taking glee in torturing people by forcing them to wear hot suffocating masks. Of course every psycho says it's for your own good as they torture you. He could tell she thought it was ridiculous. I think it was a nervous laugh because he couldn't back it up. He just kept saying they're reevaluating in real time, whatever the fuck that means. It means they will get away with whatever they can depending on whether they actually believe in any given moment that their own lives might be at risk according to the internal memos generated by focus group polling and social media monitoring.
