Another thing that is a little odd for me is that Pillow guy seems to have altered course a little, going down the Chinese interference path. Were the bad guys throwing out countermeasures to throw off the bloodhounds that would most certainly follow the trail?

I think the reason that this fraud has been so successful and existed so unabated, may have been its comprehensive nature and and its technical complexity.

Well, to be fair, a lot of Government employees hire contractors to do their job for them while they collect a check and then blame the contractor if anything goes wrong (job security).

I have a friend who is a Missouri state employee. Information tech. The state hires contractors to do all the work and these state employees just sit around and watch. A few weeks ago, they eliminated their work spaces - no longer have to go to work. Ever. Remote only.
