Kidnapping and murder without taking the victim across state lines is not a crime that has Federal jurisdiction, the FBI are investigating Dallas PD involvement is my guess and that explains their craziness in trying to demonize Brown with these obviously fabricated charges, so they can get back into the investigation

Brown is a punk , a trouble maker and a wanna be gangster with a history of being abused and kicked around, and a negative attitude about the world. He has a stepfather that didn't ant him around and a mother too busy to be bothered with him. He might be and is probably autistic, and he is definitely not bright. He has acted out and behaved is a bizarre manner in the neighborhood, and That's why the meth family chose him to set up and blame. but they themselves are not overly bright either.

But he didn't beat, murder or rape Cash. He MIGHT have been somehow involved but Brown would not kill Cash. Brown liked Cash and Carter, that is evident in the one video we see of him with Carter. What I saw was gentleness, not a vicious animal

When I think about it Brown had a lot in common with Cash and Carter, including his level of mentality and being abandoned and not cared about by his family, and abused..

I have no doubt they related with each other because of their life experiences and Brown sympathized with them. I think it is probable that the meth family saw that and didn't like it either. It could be part of the reason why they set him up to take the fall.
