No way. This is not how he looks. His mental age is probably younger than his real age, but that's not related to IQ.

He will not ever get federal charges. Unless he gets off and they charge federally for racial discrimination against a white child. At this point we wait for the trial and all have a round. The FBI DOES NOT get involved where federal crimes were not committed. They dont "help out" the Dallas police department, they have been investigating them for close to 6 years. There are two likley possibilities for their involvement and it could be both. One is a conspiracy to violate Browns civil rights by the DPD, and the other is some scheme that family was involved in with child pornography.
