There is no apparent overlapping of jurisdictions. Kidnapping and murder where state lines are not crossed is not within federal jurisdiction. If you are unaware of this teh FBI and the Dallas PD are not exactly on friendly speaking terms, and the DPD has been under investigation for 6 years by the DOJ and the FBI for systemic civil rights violations. I would imagine ith the change in administrations that scrutiny has gotten even more intense, WOULDN'T YOU?
