The two videos I have actually seen of him in action indicate to me his approximate mentality level is the same as Cash and Carters and his IQ is below the level classified as mentally retarded.
Watch that video of him peeping in that gate. Tell me that doesn't remind you of a little kid.

ALWAYS A low IQ level may always have a lower mental age (don't know why you refuse to use this common expression) but the reverse is not true. Someone with a lower mental (or emotional) age may actually be very intelligent.
