Good, now bring back the mental institutions for those homeless that need help, build them right inside those homeless hotels. Give 'em the top floor. I'm serious. And add an addiction clinic as well.

We have a lot of mentally ill people that have no where to go and no where to get help so I'm all for bringing back the institutions providing they are humanely run (not like the old ones where they literally tortured and murdered people).

Don't stop at the homeless shelters; those don't take care of the mental health and addiction issues that contribute to a lot of homeless people; bring back the mental institutions and addiction centers. Would cost society less in the long wrong and help "some" people at the same time.

Have them work in a community garden, community this and that, put them to work and give them some dignity not just free housing, food, vet care, etc., give them JOBS to do, something to do so that they are contributing to society. How about in exchange for their free homeless benefits they clean up the streets and parks.
