Yes, the one-child policy was introduced at a time the population grew very fast without incentive from the authorities. What this new increase to 3 children shows is that the chinese population now already self-restricts the number of kids they have, because of economic difficulty and low standard of living.
This made the child policy outdated, and to ensure the chinese growth engine does not stall from the lack of young people, the government now allows families who can afford them to have up to 3 "official" children.

It's funny you say that, there was a video of Biden talking to about ten people on a zoom meeting, the ones that are set up like the Brady Bunch intro.
