It was about the recognition of any kind of self-expression being stylish. I think that was another new thing in the 90s.
In other words, being yourself was inherently stylish.

I thought these women had a bizarre fashion sense, but it was cool that they were so bold and confident that they were not embarrassed to express themselves however they wanted.
