on page 1334 Fauci answers an email from the Dean of Medicine from the Medical School of South Carolina. He was asked if their 'voluntary' mask wearing protocol was sufficient, and Fauci tells him to go ahead and keep it 'voluntary' but 'encourage' them to wear masks.
This was on April 15 and 16, 2020.
