Quoting: Anonymous Coward 79925850 Congress promotes officers, the President approves, but in reality Congress approves force strength, basically total numbers, and the President approves those, they aren’t personal individual appointments. Promotions are recommended by the first O-6 in the chain of command and run through a promotion board. Donnie didn’t have anything to do with it except signing a bill for total force strength.
