Honestly, I wouldn't. Not without a good amount of experience in energy working, and specifically working with Hagalaz. Remember, uncontrollable power, chaotic, radical change, destruction, etc.
This is not an energy you want to sync up with lightly.

I would be looking at Jera and Sowilo, perhaps others like Fehu to bring about a positive change.
Perhaps working with these two or three, then later building a bind rune representing filtering/directing the chaotic energies to more controlled and desired outcome.

I know I've not done posts on Jera and Sowilo yet but here's some relevant info from them:

Jera: rewarding correct actions in a cycle, proper timing, rewarding positivity, progress
Sowilo: setting goals, success, faith in outcome, motivation, action.

Maybe even Dagaz considering these aspects:
New day, concepts realized, the ideal, paradigm shift, transmutation.

All in all though - don't fuck with Hagalaz lightly. Hagalaz will always Hagalaz, it is the nature of Hagalaz to Hagalaz. :P

As the card says it represents ice, a frozen state, but also stillness and self control. This self control relates to the ego and unity of being; the "I".
Talking on energy it is again stillness, but also stasis (typo in card, turns out there's a few I should fix :/) and to freeze.
Isa can be worked with for meditative purposes, to still the self, to work with the ego, put oneself in 'stasis', etc.

So as with all runes it can vary in what it represents and is used for. Regarding uncovering enemies, I have had Isa present itself to me regarding someone in the past - sure enough, they were indeed being treacherous behind closed doors.
That came about through drawing a single rune from my bag when in the presence of individuals when trying to get a sense of a situation.

Interesting rune; lots more to it.

Oh, in case you're wondering; many things can be done when working with runes and the energies they represent, that includes positive and negative things. I've been specifically avoiding talking about any examples of doing harm. I think it's best that way.

Finally, here's an example of a rune casting interpretation.

A question is asked regarding someone stuck, wanting to progress, go further in life, etc.
Three runes are drawn and cast together, a pair of them are grouped close whilst one is far away.

Below that Mannaz
Far right is Wunjo

This could be interpreted as Isa the frozen state of Mannaz which is representing the person stuck. Far away Wunjo has popped up, that rune of joy, fulfillment, perfection.
So immediately it looks like hey, thanks universe - you just confirmed what I already knew. But what else is seen?

The positioning of the stones look like Laguz tipped on it's side, which relates to unconscious becoming, evolution, a test, memory as well as the origin of life.
Hmm, Wunjo also represents trusted kin, family, harmony of like forces.

Does this person need to reconnect with family? Is this the reason they're lacking? Do they want to have a child?
Possibly so, and there may be something in their unconscious preventing that from becoming a reality, thus causing a frozen state.
There are further possibilities and I'd ask a follow up question and cast again, perhaps intentionally including Wunjo. Either way I'd leaning toward some type of mental block they are aware or not aware of.

Anyway; just a quick little insight to how a rune casting might go with me :P


Edit: Details to give context are of course lacking as it's only an example.

There is a sort of glaringly obvious related *something* and possibly the entire cause of this hypothetical situation represented in this spread of runes. I wonder if someone will spot it. :)
