I know this is random and off topic, but I'm looking for the name of a book and I can't find it.

The book was written back in the early 90's (I think) by an astrophysicist. I can't remember his name.

The book dealt with the classification of planetary civilizations. The astrophysicist put the different technological levels of civilizations into types from Type 0 to type 4.

A type 0 civilization would be like Earth in early 1800s. Pre industrial revolution, primitive transportation, still using fossil fuels, no space travel etc.

Type 1 would be where we are now. Post industrial revolution, still using fossil fuels, nuclear energy, just beginning to truly get out into space, the emerging of a global economy, no global government.

Type 2 would be like the Federation in Star Trek. A global, unified economy and government. Technology has moved from fossil fuels and nuclear power into fusion and plasma based energy. Earth now has a serious presence in space with possible colonies on other planets. The main societal problems of poverty, crime and sickness and war have largely been eliminated.

Type 3 would be like the Borg. The technology is far superior to the other types. Type 3's eat type 2's for dinner.

Type 4 would be like the Q continuum. They have advanced to the point where they have transcended their own physicality and can exist in and manipulate space and time itself.

The main theme of this astrophysicist's book, was that Type 0's easily progress from Type 0 to type 1, but Type 1's almost never make it to Type 2 because they almost always destroy themselves.

Does this book ring a bell with anybody out there?

Sounds similar to the Kardashev Scale.
