In Texas, you can only be charged by a Grand Jury.
There has not been time to bring this matter before a Grand Jury.
Probably only the intent of the DA to present this matter before a GJ.
I have sat on a GJ in Texas. This man will not be charged, let alone tried.
As a Grand Juror, I would grill the DA as to why we are not considering charges against the jack off perv. The meetings of a GJ are secret, and I can tell you, Texas Grand Jurors often scold the DA.
