Then they will rollout accumulated supplies, and specialist for a new rebuild. The rules will be much different this go-round.

To get there they need significantly less people to drag along...not more. Think purge with bat-shit psychos in control of all the big weapons, good tech, and supplies. The hard core off-gridders will become the modern day Vietcong, fighting terrain wars and using guerilla techniques. The rest will become landfill.
