What he is doing is clearly and definitely intentional.
It's to keep the public constantly confused and off-balance.
Every day it is something new. People try to keep up, and scratch their heads.
The media is his willing accomplices. They never question him, or ask why what he says today is the opposite from what he said yesterday.
So much of the public struggles to keep up, and they start questioning their own sanity.
It's a form of gaslighting.
Even those who don't believe a word he says are confused by why so many in the public don't see through his charade. So they too are affected in some way.

Lately, he even got Pfizer’s head medical expert to APOLOGIZE within 24 hours of them announcing development of a 3d booster jab! Fauci claimed this was because a medical committee was mysteriously convened and contravened the Pfizer announcement…within 24 hours no less.
Obviously Fauci’s clients told him to get the US establishment to back off on 3d boosters….for now. It’s not science. It’s marketing. How are they going to convince another 30% of Americans to take 2 shots of a vaxxx the company now admits is ineffective within 6 months.
