In my opinion, it has to do with destabilizing the land. TPTB are trying to create infrastructure failure. Yes, this is nothing concrete, just intuition, but I feel it strongly.

There are underground shipping around Canada too.. that has been there a long time and lots of other places.. Bermuda Triangle involved too.
