I've heard rumors recently that there is a public XRP ledger, as well as a private/banking ledger. Anyone have any insight to this?

I have wondered if they are testing XRP on the private ledger at the real, appreciated, utility price value. If that's the case, what's to stop them from keeping a private bank ledger at the real price away from the public forever? Not trying to be negative but if they didn't want many hodlers becoming rich they could certainly do this and the public wouldn't be the wiser. I've seen glitches on certain sites of XRP at 17K and 51K, pretty much in line with BTC prices. I wonder if that is the private that had a momentary bleed through. So think of it more like lots of little private XRPL's that uses the real XRP between them. This is certainly part of it. They plan to peg XRP at the value of Gold - then use it when transactions cross national lines. Cheap, environmentally friendly, and fast.
