I've heard rumors recently that there is a public XRP ledger, as well as a private/banking ledger. Anyone have any insight to this?

I've seen glitches on certain sites of XRP at 17K and 51K, pretty much in line with BTC prices. I wonder if that is the private that had a momentary bleed through. I'm more referencing the idea of a hidden ledger that us retailers never get to be a part of. Not saying it's true, just that I've been hearing rumors about it recently.
