I've heard rumors recently that there is a public XRP ledger, as well as a private/banking ledger. Anyone have any insight to this?

I have wondered if they are testing XRP on the private ledger at the real, appreciated, utility price value. If that's the case, what's to stop them from keeping a private bank ledger at the real price away from the public forever? Not trying to be negative but if they didn't want many hodlers becoming rich they could certainly do this and the public wouldn't be the wiser. I've seen glitches on certain sites of XRP at 17K and 51K, pretty much in line with BTC prices. I wonder if that is the private that had a momentary bleed through. The banks are making their own private CBDC's based on the XRPL ledger. Then they plan to use XRP as the bridge between each other to settle payments. So think of it more like lots of little private XRPL's that uses the real XRP between them. I definitely understand that. I'm more referencing the idea of a hidden ledger that us retailers never get to be a part of. Not saying it's true, just that I've been hearing rumors about it recently.
