TBH I'm not sure what flare portal is. I thought it was just a Twitter account. Flare itself offers smart contract functionality to XRP on it's own Blockchain. That in turn is getting others to jump on, such as CasinoCoin. I never heard of an ICO for Flare so they must have had incredible funding or their amount of coins is so large that each one is incredibly diluted. I doubt the latter since FLR IOU is always at a higher price than XRP since it came out. [imgur] [ link to imgur.com]
