Can't the hookers just sell a "pencil" to the john? Hooker: I have a pencil to sell, and if you buy it, I'll show you great appreciation! John: Ok! <buys pencil for $150> Hooker: <shows appreciation> Seems like such an easy work-around, it wouldn't be worth going after.  there's a million 'massage' parlors and 'gentlemens' clubs in Texas..good luck with all that LOL not for long!
