I read lips more than I sign, but I do sign a bit. she is mouthing the words as she signs, in the way that we do...sort of starting the sentence but finishing the emphasis with signs. Anyway, she said exactly what he said. her sign was that all but 1 were vaccinated and the other partial. the last sign you see is her indicating he'd had 1 dose of the two (counting on her fingers 1, 2)

anyway, the negative wasn't in there. he said, and she signed, all but 1 were vaccinated and the 1 had 1 dose.
