The Naval Station at Norfolk IS STILL a U.S. Naval Installation, and NOT under the control of NATO OR the UN..

The purpose is to allow access to European forces once this war kicks off. Also allows US to be off base and have a backup.

NATO is mostly European military. Certain players are restricted. It's not a territorial thing, it's a load sharing operation. And getting the legalities in place before anything happens, which is will, soon.

Then in "War Crimes" no other countries can give the US a citation. Further, with Centcom moved to Romania the NATO countries will pull back from that perimeter.

Norfolk has been a Nato hub for many decades. The Armed Forces Staff Collage located there has been training Nato officers from all over the globe how to work with each other and how to coordinate their efforts for a very long time. This is a natural evolution of that relationship.

I'm not bothered by it in the least. Given the rise of China I personally think having global friends that know how to blow shit up and break things willing to fight is a major plus.
