They absolutely can not verify in any meaningful way or reasonable time who took it. They may use it to push for federal ID, but that’s another long fight.

They just don’t have the tools or infrastructure in place. Hell they can’t even get tax, population, citizenship, births, occupation, voting records, etc etc right. Our system is purposefully built to make a centralized system almost impossible.
