There are no laws only beliefs and best guesses.

Note none of them can tell you what gravity is.

As for your image...It looks like her shirt is water proof holding the fluid just under her...Um, gifts lifting them as they would float in a pool of water.

The water displaced them causing them to float up in her top.

She has something more dense cupping her boobs from under the bare cleavage.
It's acting like a cup of sorts.
The water is soaking around her tits and back splashing from the bottom,
The pressure created is lifting her tits , along with the movement of her body.
That's my theory
