My personal opinion.
The “virus” was the first step. It was the common cold.
The virus was spread through testing.
The “experimental drug” is the second virus, or the tool to make the virus mutate.
Beyond this I believe the experimental drug has the ability to increase or decrease the amount of viral load and shedding.
Allowing them to turn it on whenever they please.

For others it's much more severe, sometimes deadly. I had covid in Jan 2020 and it was severe for me personally. Also felt unlike any other "natural " virus or infection I'd ever had prior. When I got it a second time it felt the same overall, but slightly different in the symptoms. Mutation maybe? Bottom line, they both achieve the goal of making people sick and/or dead. Maybe I read too many conspiracies.
