Oroville residents wondering why Feather River is flooding local beach, while Lake Oroville is dry

Maybe intentionally drained? Rivers aren't at normal levels like you would expect as required by California law for wildlife and fish, but at flood levels. While the dam sits almost empty.

Maybe credible info on attempted terrorist attack?

Removing (or adding to) nuclear devices rumored to be stored there?

Expecting torrential rains and done as a precaution just in case?

Adjusting the weight of the area for some reason possibly linked to earthquakes or earth's rotation?
