Ok but who is going to enforce it? They can't even enforce laws against shoplifting now... Where will they get man power to really enforce? I mean yeah they can make something illegal but people can get real resourceful when it comes to getting what they need... I mean is the fucking Wal-Mart greeter going to enforce it? Well who is going to make sure he isn't getting a little taste of a bribe to let people in? Will they be able to pay whoever they expect to enforce this enough that he would be tempted to make some side money? Always ways of getting around shit like this... Look to Latin American countries for examples... They going to guard every delivery truck? Pay drivers enough they aren't tempted to take a bribe and let their truck get highjacked? Organized crime has plenty of example how that works.
