I had a cat have kittens during COVID, they shut down everything, I adopted some out , my kids and I kept 4, 3 were female, then when everything opened back up , prices went up and they wanted over a $1000 to to spay 3 cats , I would let them out in the day and back in at night, they all had another litter
Most neighbors were dog owners, they called the city
They helped me get vouchers and I gave up all but 3, as I was threatened with a $1000 a cat ! And if I did not pay I went to jail
They did help me get a voucher at least , since when I initially asked ( because I found the original mom cat as a kitten by a dumpster) they said since I took it in it was no longer considered feral and would not give it to me even though it was only a few months

If you read the article it says she's been receiving citations for 9 years. 22 cats were removed from her home. The strays were leaving cat poop on the neighbors' lawns. Cat poop is a big disease spreader. I would be pissed too. Jail time is excessive though. It sounds like she's mentally ill. The jail time won't fix her compulsion.
