It's very possible if someone messed up and 19,958 votes were mistakenly credited to Trump when they should have been credited to Biden. Then someone figures it out and fixes it. And this isn't the official count. This data goes from the state to Edison Research to the National Election Pool to CNN. Plenty of places to screw up somewhere in there.
