It was tied in with the marriage laws. It was more commonplace at the time for families to "marry off" their daughters to say, a wealthy farmer the next town over. However, they typically did NOT procreate until she reached child bearing age.

It's a life-altering commitment either way. It seems the delay you described would be for biological reasons (physically safer), not emotional maturity. But again, I don't see how age of consent laws were "tied in" to marriage, considering they didn't apply under marriage. (EDIT: nvm that's where I misunderstood you) Anyway like you said it's debatable.
