is anyone here an electrician?
I had 2 brand new air conditioners installed last week in my house (I suspect these are the root of the issue below).

Just now the power to my 2nd and 3rd story went out.

My first story works perfectly fine.

In the fuse box nothing is tripped.

Obviously I'm going to have to get it looked at tomorrow morning... but what do you think is going on?

If the fuse box didn't trip... what gives? What could cause everything to be off if the fuse box didn't trip?

The ac’s worked so well they froze the electron flow in the wires.

If the breaker didn't turn off then this probably..
reset each one from the start and see what happens.

You should run another circuit for multiple AC, it helps so nothing trips...

It's your flux capacitor.
Install a z-fly crossover switch inline with the ac & bond the groundwire to the power crunch bar.

Turn off power, remove outlet and check for burnt wires. Builders use backstab connections on the receptacle and can work lose over time and with high loads such as air conditioners. Cut off burnt wire and use proper screw terminals or purchase a better quality outlet with the clamp connections on the screw terminals.
