It means that a bunch of white people will be working to get civilization started up again while cultured youth/teens burn, loot and murder.

We create and design things from the comfort of an air conditioned office and then get Manuel Labor to do the back breaking stuff... Sort of like the old days...except with no air conditioning...lol
