The only other interpretation of the numbers would be the reverse.

They keep hammering us with new vaccines and lockdowns until most people revolt or give up on the jabs, until they are down to 6.66% compliance. This interpretation seems less likely, except for the well-known phrase "the meek shall inherit the earth". Which is why I mention it.
