For anyone that is interested here is how the voodoo of this works, if it is indeed voodoo. The number of goats leads me to suspect that this is larger than a random witch doctor.

Voodoo is a combination of association magic and necromancy. Talking to 'spirits of the dead' (so they believe) and asking their help with what ever task. The clever witch doctor will always ensure someone else is paying the price for this help. They will use things like hair and blood because it established the most basic of energetic connections between their thoughts and the subject. It's simple because the mechanism is simple. Sorcery was around long before any complex education existed because it isn't complex.

The idea behind this particular ritual (if it is that and not just some other thing) is that energy will be directed into the goats, the killing will power the spell and placing them in water means the energy will make it's way into unsuspecting victims. Yes, you need to consent to everything that happens to you. But you consent to any number of things subconsciously every day based on your belief structures. This sort of back-door entry is how a lot of sorcery works. It piggy-backs on already existing belief structures people hold to get past any defences.

Voodoo is very defendable but it requires you to be aware it is targeted at you. Daily vigilance is the best defence against this, blanket low-level techniques that just dispel anything trying to harm you work wonders against this sort of psychic attack. The caveat to this is the more advanced the witch doctor, the more they will try to pierce those defences. Asking for help from whatever psychic entities they are in contact with will boost their efforts, always at a cost but. This makes voodoo quite dangerous in broad workings like the example here, but somewhat weak in a 1v1 style of magic battle if the other practitioner is aware of you.

Don't be fooled into thinking voodoo is all smoke and mirrors, it has been around for ages because it gets results.
