Had a hiring manager for a Global bank tell me, "you have all of the skills and experience we are looking for, honestly, you're a perfect fit, unfortunately the diversity team has recommended that we hold off on offering Caucasian males positions"

The word recommend is why it was deemed legal, in theory the hiring manager could have gone against the recommendation....of course he didn't because while his ears heard recommend his brain interpreted that as you may not offer Caucasian males positions.
