If someone got their first shot... and had complications from said shot, and haven't had their booster yet, because they needed to wait... they could be put in either catagory depending on the narriative the writer of the report, or news article wanted you the reader to believe.

Go to a free health clinic in your city and get to know the people there really well. I did this a few years ago and they subcontract any kind of doctor to come in and take care of you. I got free EK g's with the hospital and about 20 for blood tests... Allergy testing.. They fixed my sinuses and they give me medication for elements I have. So I wonder why do they do all this for me. Do they like me?...... That may be... But I really appreciate them and I tell them that and they give me all the free care that I need and after learning all this through some trial and error I figured out a few things that most people don't understand in the United States today. If you don't have health insurance you can go to a free clinic or you can go to the emergency room and if you're really poor they will be forced to treat you..... And if you're the kind of person that doesn't have a way to ever pay those bills really can go away and the hospitals actually donate money to the free clinics to keep people out of the emergency room. Once you getAccepted to your local hospital if you don't make a lot of money then you get free care for a whole year from your acceptance date. Now if you make a real lot of money and you aren't paycheck to paycheck then this is probably a little bit different but if you are a paycheck to paycheck on a person and you just barely pay your bills and you show the hospital that you get free ride. To double down on this I had an accent and hurt my hand and chopped off a couple of fingers. Now because my accent was with my truck my insurance actually paid $10000 which paid for the operation to sell my fingers. I had qualified for hospital care to get some next scans or something the month before and so the hospital had already approved me for free. The total bill for everything was probably about $33000. My insurance company paid for the doctor that did the work on my fingers and there was an excess bill on that of about $2200. There were a bunch of external labs that checked all kinds of biopsies and whatever else that also were outside of the hospital that I had to pay and maybe that was about 7 or $800. Also the anesthesiologist. I called all those individuallly.... Told them I didn't have insurance and they all cut me bricks. So $33000 and I paid $3000 now compare that 2 what you would pay year over a year for insurance. This country never gives free health care and the powers of the banks run the world but there are little secrets like this that they do not want people to know and unfortunately most of the bums and drunks on the side of the road's know about this stuff and you can never learn it from them.
