They will be vaxing their population every 6 months, even if they hit 100% injected.
The population - all populations - are being culled down and this 'end' you speak of is not the end of the operation.
You'll see.

Assuming two doses instead of the three for a vaccination means that only half are double dosed. No on is saying a double dose is 'fully vaxed' anymore, so it looks like they are throwing in the towel. Vacination rates are dropping recently as well. I agree.
