Radiation exposure is cumulative. Anything over .5R/he is going to cause radiation sickness or death. If these people are living in these areas with radiation levels that high they would almost certainly already be hospitalized if not dead.
If you think there is some conspiracy about the calibration of modern meters then the fix is pretty simple really - recalibrate it with a known source.
It's pretty much impossible to tell the meter to "ignore" a certain amount of radiation.
